(City of Thornton archives)<\/figcaption><\/figure>\n<p>Twenty nine years ago, <a href=\"https:\/\/www.thorntonweather.com\/blog\/thornton-weather\/28-years-ago-today-thornton-is-struck-by-a-tornado\/\">the city of Thornton was struck by what was the most destructive tornado to hit the Denver metro area in history<\/a> \u2013 a record which stands to this day.\u00a0 Now, the City of Thornton has started to investigate options to alert residents when severe weather is set to strike.\u00a0<\/p>\n<p>Visitors to ThorntonWeather.com have often asked us if the city was taking any steps to protect its citizens and warn them about severe weather.\u00a0 The city \u2013 and Adams County \u2013 are lacking any type of alert system.\u00a0 Following last year\u2019s \u2018<a href=\"https:\/\/www.thorntonweather.com\/blog\/severe-weather\/summer-2009-in-review-the-summer-of-storms\/\">Summer of Storms<\/a>,\u2019 we were <a href=\"https:\/\/www.thorntonweather.com\/blog\/severe-weather\/city-of-thornton-addresses-residents-concerns-about-tornadoes\/\">told the city would look into it<\/a>.\u00a0<\/p>\n<p>Current options for citizens range from the Emergency Alert System used by television and radio broadcasters, free and pay Internet services as well as <a href=\"https:\/\/www.thorntonweather.com\/blog\/severe-weather\/weather-radios-your-first-line-of-defense-against-extreme-weather\/\">NOAA Weather Radio All Hazards (weather radio)<\/a>.\u00a0 As we have discussed previously, these systems have their limitations.\u00a0<\/p>\n<p>At this week\u2019s city council update session, the Thornton City Council heard a presentation from city staff on the alternatives available.\u00a0 Utilizing Reverse 911 and contracting with a third party provider were two of the items discussed.\u00a0<\/p>\n<ul>\n<li><strong>Read the presentation city staff gave to the Thornton City Council below<\/strong><\/li>\n<\/ul>\n<p>In trying to identify ways to keep citizens aware of deteriorating weather conditions, city staff told council, \u201cTechnology is changing so quickly that supporting a single system would not be efficient.\u201d\u00a0<\/p>\n<figure id=\"attachment_1655\" aria-describedby=\"caption-attachment-1655\" style=\"width: 300px\" class=\"wp-caption alignright\"><a href=\"https:\/\/www.thorntonweather.com\/blog\/wp-content\/uploads\/2009\/06\/tor_alley.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-1655\" title=\"Tornado Alley\" src=\"https:\/\/www.thorntonweather.com\/blog\/wp-content\/uploads\/2009\/06\/tor_alley-300x196.jpg\" alt=\"\" width=\"300\" height=\"196\" srcset=\"https:\/\/www.thorntonweather.com\/blog\/wp-content\/uploads\/2009\/06\/tor_alley-300x196.jpg 300w, https:\/\/www.thorntonweather.com\/blog\/wp-content\/uploads\/2009\/06\/tor_alley-150x98.jpg 150w, https:\/\/www.thorntonweather.com\/blog\/wp-content\/uploads\/2009\/06\/tor_alley.jpg 768w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><figcaption id=\"caption-attachment-1655\" class=\"wp-caption-text\">The Denver area is at the western edge of Tornado Alley and as we have seen historically and in recent days, the danger is real. Image courtesy NOAA.<\/figcaption><\/figure>\n<p>Rather than implement their own system, staff recommended the city rely upon the federal government and the Federal Emergency Management Agency\u2019s (FEMA) forthcoming <a href=\"http:\/\/www.fema.gov\/emergency\/ipaws\/\" target=\"_blank\">Integrated Public Alert and Warning System (IPAWS)<\/a>.\u00a0<\/p>\n<p>Slated for widespread deployment in 2010, IPAWS will take the old Emergency Alert System and move it into the modern age by leveraging new communication technologies such as email and cellular phones.\u00a0<\/p>\n<p>Mayor Erik Hansen told ThorntonWeather.com, \u201cThe City of Thornton recognizes the dangers of severe weather and we are actively working to identify solutions to protect its citizens.\u201d<\/p>\n<p>While the city waits for IPAWS, staff said they recommend the \u201cdevelopment of a Weather Awareness Public Education Program that would be implemented in the spring of each year.\u201d\u00a0 They further would work to encourage residents to purchase weather radios.\u00a0<\/p>\n<p><strong>ThorntonWeather.com\u2019s Take<\/strong><\/p>\n<p>We are pleased that the city is finally taking some steps in the right direction \u2013 albeit 29 years late.\u00a0<\/p>\n<figure id=\"attachment_195\" aria-describedby=\"caption-attachment-195\" style=\"width: 130px\" class=\"wp-caption alignright\"><a href=\"https:\/\/www.thorntonweather.com\/blog\/wp-content\/uploads\/2008\/06\/nwrlogo-sm.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-195\" title=\"All Hazards NOAA Weather Radio\" src=\"https:\/\/www.thorntonweather.com\/blog\/wp-content\/uploads\/2008\/06\/nwrlogo-sm.jpg\" alt=\"\" width=\"130\" height=\"131\" \/><\/a><figcaption id=\"caption-attachment-195\" class=\"wp-caption-text\">NOAA Weather Radio All Hazards is essential to protecting you and your family.<\/figcaption><\/figure>\n<p>Their recommendation that residents purchase NOAA Weather Radio All Hazards is certainly a sound one.\u00a0 <a href=\"https:\/\/www.thorntonweather.com\/blog\/severe-weather\/weather-radios-your-first-line-of-defense-against-extreme-weather\/\">As we wrote recently, these should be every citizen\u2019s first line of defense against severe weather<\/a>.\u00a0<\/p>\n<p>The implementation of a severe weather education program is also a step in the right direction, assuming it takes the form of something more substantial than <a href=\"https:\/\/www.thorntonweather.com\/blog\/local-news\/city-of-thornton-raises-severe-weather-awareness-with-new-brochure\/\">the simple brochure the city developed this year<\/a>.\u00a0<\/p>\n<p>Each spring the National Weather Service (NWS) offers storm spotter training seminars.\u00a0 These would likely be overkill for average citizens however we think it would be ideal for the City of Thornton to partner with the Denver \/ Boulder NWS office to offer education sessions for citizens.\u00a0 These could be taped and then shown on Channel 8 and on the city\u2019s website.\u00a0 \u00a0<\/p>\n<p>We do have our reservations about waiting for and relying on the forthcoming IPAWS system when commercial systems are available, proven and ready now for the city to implement.\u00a0 Big government projects rarely are completed on time and often do not perform as expected.\u00a0 Hopes are high for IPAWS but we are cautious on giving it any sort of endorsement.\u00a0<\/p>\n<p>Granted, severe weather on par with the <a href=\"https:\/\/www.thorntonweather.com\/blog\/thornton-weather\/28-years-ago-today-thornton-is-struck-by-a-tornado\/\">1981 tornado<\/a> is rare however last year\u2019s severe weather and <a href=\"https:\/\/www.thorntonweather.com\/blog\/colorado-weather\/windsor-marks-one-year-anniversary-of-ef3-tornado\/\">the Windsor tornado of two years ago<\/a> show the danger is present.\u00a0 If a warning system saves one life, the cost incurred is well worth it and we hope the city continues to stay on top of this issue \u2013 we will certainly be
